Sam C, I find that hard to believe since im running a 6700k at 4.8, 850 Evo and a EVGA GTX1060 and can run ultra 30-60 pretty smooth and also run high from 90+ fps. Games stable no issues at all.
Your either lying or incredibly lucky. Look on the forza forums if you don't believe me

Edit: Oh wait I know what you are talking about, thats only a fix for downloading it from the windows 10 store cause TONS of people had issues with that. I was actually lucky mine downloaded first try
