Im gonna answer backwards.

Im playing on PC.

The graphics are nice! Theres no doubt about that the photomode kinda smooths stuff out but the graphics are very sweet. But then again im sitting on a 1080ti so everything should look amazing.

And if you buy all the garages you can own infinete amount of cars.
