enb kinda thing.. google it i swear it eats frames like nothing else! and gta iv is such a peace of crap game i can't believe R* allowed it to be released in the first place! the game play is good the city the cars etc is good but goooood god is it a shit port! i can run latest games on my pc maxed out but nooo gta iv sucks the living crap out of mine and many other pc's that cost a lot !
mind you i can play high/very high settings on 30-50fps so its not that bad but still its old its poorly coded and i completed it and expansions so my job is done
