There's alot of modding tools around. What most people use is Zmod to convert models, etc (you can get it on the ZMOD 3 website) and OpenIV to modify game files etc. Also you'll never get banned by Rockstar for Single-Player modding, 99% of those ''I was banned because of SP mods'' stories are bullshit or fake.
There is a way to back up your game and mod the back ups using Openiv and then turning off the scripthook thus removing all mods so you can play online safely.
