It happens with some cars. I had the same problem. Some cars are decal friendly some aren't. I think you have to make do with what you have. There might be another way but I'm yet to find out.

its called mapping..
best way to do your "rust" on cars is to make it as a paint job..

This Mustang model (If you're using the SN197 Model) doesn't do well with decals from what I have tried.

I was just stating that on that particular car that the mapping wasn't the best and that I also had no luck trying to apply decals to the same particular car he was using. I don't know too much but I just trying to help if I can that's all.

The mapping should be fine. The only thing is that you have to increase the paint texture size from 256x256 (or whatever small size it is by default) to 1024x1024 or so in order to get decent quality decals.

Go into your saved game folder, such as \save\carrer\YOURNAME-1\ and look for PlayerCarX, where X is the number of the car (starting from 0 at the leftmost car on the bottom floor of the garage). Then rename PlayerCarX.1 to PlayerCarX.1.JPG and re-size it to 1024x1024 or another larger size. You can also edit the car's paint directly from here. Repeat this process for all of the other paint textures listed for that car.

This tool should help you with this.

A lil hint

Go in "cars\textures" and made the "default_white.png" in 1024x1024 or more.

Then if u want quality decals on some car, just buy a wing, put it on the car, copy/paste the color to the other parts and voala

^ This works too, but it'll slow your game down on every car, not just the ones you add custom decals to.

If the parts on a car comes in default_white(1024x1024)from the catalog but u want them just in 256x256 - copy/paste(supah power) again

and yeah ingame teplate resolution changing is possible only in 221MWM
