It's VisualIV with an enb and ReShade maxed out at 10 fps then recorded with the rockstar thingy about 5 seconds while moving the car along the sidewalk then moved into rockstar editor and changed there exposure ,light effects and camera focus.Check this guys channel out since he does all the video presentations about gta 5 graphic mods YOUTUBE but I never really achieved such good graphics...maybe because I only have a gtx 970.Good luck
