You have just to go on cfg's and put a slot. exemple :

In your bumper :

slot 0.000 0.000 0.000 0.000 0.000 0.000 800 ; bumper
attach 0x00000XXX 800 ; chassis->bumper

800 is the slot number,
0x00000XXX is the id of the cfg you want to attach
To attach your lip to the bumper you must have this slot line with the same number (800 or 154 or what you want) in cfg of the lip and bumper and the id of parts (in lip cfg you must have the bumper id, in bumper cfg you must have the id of the lip.)
