Try resizing the texture BB93_SLRR2015\decals\textures\crash\bump3.png to.. something smaller than its current size.
It's a pretty heavy texture since it is 2048x2048, hence that's surely the reason of getting your game slow, moreover, remember to try all the setups for Loading Primary and to use medium shadow size, those things matter a lot on the final performance.
