So I got GTA IV. The problem is, ti stutters VERY HARD. I have 0,5 FPS I get one frame every 2 seconds. Does anybody have a solution to this? I already turned the graphics to the lowest, but still...
Sometimes it crashes too

If you have AMD, give up. GTA IV is super poorly optimized in amd.
If you have nvidia, install the packs to the 1.0.4.0,

Guys I've got a problem with GTAIV too. It loads, it plays, but after a while, it stops loading the map and it crashes.

All you have to do is install 1.0.7.0 patch of GTA IV and update your drivers, no matter what GPU you have..
