The screwdriver is a temporary position adjustment... if you start a new game or build another car, then the part will return to default position.
The .cfg file editing is a fixed position adjustment... i.e. starting a new game, the part will be wherever you have edited it to in the .cfg file.
The numbers relate to the position (of course).. the first set of numbers related as follows:

0.000 (left to right) 0.037 (up and down) -0.270 (front to back)

the right hand numbers (in your case: 3.147 0.002 0.000) relate to rotation... axis' X, Y, and Z.

Just for reference.. the '3.147' number means the plate has been turned 180 degrees.
